OSCE official says DPR putting restrictions on monitors' work
KYIV. April 30 (Interfax) - The deputy head of the Special Monitoring Mission to Ukraine of the Organization for Security and Cooperation in Europe claimed on Thursday that the self-declared Donetsk People's Republic (DPR) had been putting restrictions on the mission's exercise of its mandate and using the mission as a shield for military personnel rotations.
Alexander Hug told a briefing in Kyiv that, over the past few days, DPR militiamen had prevented the mission from entering the village of Shyrokyne on at least three occasions. Hug said he had pointed out to a militia commander that this meant interfering with the mission's mandate.
Moreover, a militia force deployed in the Shyrokyne area had used the mission's presence as a shield for personnel rotation, Hug said. He said he had told the command of the force that this was "unacceptable."
One more problem were minefields, which limited the mission's freedom of movement, Hug said.
He said he had spent the past two weeks in eastern Ukraine.
Hug said that on some occasions the team had found itself in areas that came under fire, and that a week ago and last Monday the mission had heard remote sounds of fire.
He accused both the militia and the Ukrainian army of using weapons that were to have been withdrawn from the frontline the Minsk agreements.
He also said the population of Shyrokyne had shrunk to 40 from 1,300, and that the 40 people who stayed did not want to leave their property behind.
He said the village currently had no electricity or water supply, and that there were a lot of unexploded shells lying around.
Hug said the mission had asked both sides to avoid firing in the Shyrokyne area. There was a 72-hour ceasefire and people came out of their basements just to take a breath of air, he said.

We also call on Ukrainian forces to allow the SMM unfettered access to the territory under their control. It is plain to see that Ukrainian military personnel stopping monitors temporarily and asking them for identification is not comparable to the widespread restrictions the Russia-backed separatists have imposed on the SMM.
Russia-backed separatists continue to thwart the operations of the SMM by denying access to areas where monitors are needed most. SMM UAVs have documented a buildup of forces in separatist-controlled areas, including the presence of tanks and other equipment in and around Donetsk, Shyrokyne, and other hotspots. The documentation provided by SMM UAVs confirms that Russia continues to undermine the Minsk agreements by supplying lethal weapons to the separatists. SMM reporting continues to register attacks launched by Russia-backed separatists into territory well beyond the ceasefire line. Russia also continues to provide training, and command and control support for separatists in eastern Ukraine.
While this is a positive step toward fulfillment of the Minsk agreements, we must remind Russia and the separatists it supports that they cannot pick and choose the portions of Minsk they wish to uphold. They cannot send representatives to the working groups to discuss political modalities while ignoring their other commitments, such as putting in place a genuine ceasefire and the verifiable withdrawal of heavy weapons.
Furthermore, Russia must halt the flow of fighters and equipment from Russia into Ukraine, and end the training of the separatists.
We call on Russia to allow thorough inspections of the so-called “humanitarian” convoys, which continue to enter Ukraine uninspected.
Russia must also release all Ukrainian hostages held inside Russia, including Nadiya Savchenko and Oleg Sentsov.
Regarding Russian-occupied Crimea, we are troubled by continuing reports of harassment and interrogation of members of the Crimean Tatar community.
We are also very concerned by media reports that Euromaidan activist Alexander Kostenko has been tortured in a Sevastopol jail, where he has been held for over a year.
We call on Russian occupation authorities to swiftly and transparently investigate these allegations.
Fundamentally, Russia must cease its efforts to destabilize Ukraine and respect Ukraine’s sovereignty and territorial integrity.
Russia must end its occupation of Crimea, which remains an integral part of Ukraine.

While at the JCCC headquarters in Soledar (government-controlled, 77km north of Donetsk), the SMM observed that the Russian Colonel-General, Representative of the Armed Forces of the Russian Federation to the JCCC and the Ukrainian Major-General, Head of the Ukrainian side to the JCCC and members of “DPR” and the “Lugansk People’s Republic” (“LPR”) were present. The Ukrainian Major-General expressed concern over the escalation of shelling by the “DPR” over the past 24 hours in Avdiivka (government-controlled, 16km north-west of Donetsk) and said to the SMM that one soldier had been killed and 14 seriously injured as a result. The SMM met JCCC representatives at their office in Avdiivka who informed that on 27 April following the departure of the SMM from the observation post, there was continuing 120mm mortar shelling impacting near the Radio Location Station, assumed by the JCCC to be originating from Donetsk airport. At 18:55hrs, the JCCC jointly recorded eight Grad missiles impacting 2.5km south of Avdiivka from Yasynuvata (“DPR”-controlled, 12km north-east of Donetsk) and at 19:35hrs three 120mm mortar rounds impacting in Opytne (government-controlled, 11km north-west of Donetsk). Whilst at the JCCC observation post in Avdiivka the SMM heard three explosions (mortar, 122mm) 1-3km south of its location.
