Also in 2015, Melissa Hanham of the James Martin Center for Nonproliferation Studies released an analysis of a photograph of North Korean supreme leader Kim Jong-un visiting the Pyongyang Bio-technical Institute, a factory supposedly for the production of bacillus thuringiensis of use in pesticides. Hanham's analysis concluded that the factory actually produces weaponized anthrax.[168] Hanham noted that pesticide production factories are "an old and well-used cover for a biological weapons program" and an example of dual-use technology.[168] A number of other experts agreed that "the photos most likely show an operational biological weapons facility."[168]Wikipedia: North Korea and weapons of mass destruction#Chemical and biological weapons
“North Korea is far more likely to use biological weapons than nuclear ones,” said Andrew C. Weber, a Pentagon official in charge of nuclear, chemical and biological defense programs under President Obama. “The program is advanced, underestimated and highly lethal.”https://www.nytimes.com/2019/01/15/science/north-korea-biological-weapons.html

But experts also worry about offensive strikes and agents of unusual lethality, especially the smallpox virus, which spreads person-to-person and kills a third of its victims. Experts have long suspected that the North harbors the germ, which in 1980 was declared eradicated from human populations.
Worse, analysts say, satellite images and internet scrutiny of the North suggest that Pyongyang is newly interested in biotechnology and germ advances. In 2015, state media showed Kim Jong-un, the nation’s leader, touring a biological plant, echoing his nuclear propaganda.
With international focus on the coronavirus, North Korea has doubled down on its missile development and military exercises in recent weeks while signalling new confidence that it has dodged an outbreak of its own.
Some international experts are sceptical of North Korea's assertion that it has not had a single case of the new coronavirus, which was first detected in neighbouring China.
In February 2017, after China halted imports of coal from North Korea, the Korean Central News Agency (KCNA) said, "this country [China], styling itself a big power, is dancing to the tune of the US while defending its mean behaviour with such excuses that it was meant not to have a negative impact on the living of the people in the DPRK but to check its nuclear program".[35]Wikipedia: China–North Korea relations#2017 decline in relations
