The SMM obtained very limited access to the crash site of Malaysia Airlines MH17, which came down on 17 July near Hrabove (79 km east of Donetsk). There were dead bodies at the scene, marked, but exposed to the elements. No process of debris collection was observed. Some of the ’Donetsk People’s Republic’s‘ guards were visibly intoxicated and aggressive.http://www.osce.org/ukraine-smm/121431
n the Donetsk region, the SMM visited the impact site of the Malaysia Airlines flight MH17 near the village of Rassupnoe for the second and third time on 19 and 20 July, respectively. On 19 July, access to the site was limited, but greater than it had been on the SMM’s first visit the previous day.http://www.osce.org/ukraine-smm/121485
On 21 July an SMM team of 14 monitors visited three locations related to the crash of Malaysia Airlines MH17 flight in the Donetsk region. The SMM was again escorted by armed guards provided by the so-called “Donetsk People’s Republic” (“DPR”).hinzu kommt das sie sich um leichteren zugang für die flugunfallexperten der ukrainer gekümmert haben .klar ,die sind dort nicht gern gesehen
The SMM did not see any perimeter security in place and was given unhindered access to the site.
The SMM saw that one of the largest pieces of debris had been split in two.
During the missions, the international investigation team will be
supported by t
he security organisations in the area and will only access the disaster area under their
supervision
Despite the gradual improvements in cooperation with the separatists and the efforts made by local people and emergency services, there is still cause for concern. Valuable time was lost in the first few days because experts and observers were not given full access to the disaster site or were turned away by armed groups. Photographs and other visual material obtained after the crash revealed that the site had not been cordoned off. The OSCE took on the important role of negotiating with the separatists concerning access to the site and the repatriation of remains. Dutch experts have visited the site under OSCE escort and will return tomorrow.aha , turned away by armed groups
The area is controlled by heavily armed separatists and is a short distance from the Russian border. It is not realistic to expect an international mission to gain military ascendancy in this area, even with a massive deployment of military personnel.es ist also nicht realistisch das die rebellen weniger besoffen und aggro sein werden ohne " massives deployement of military personnel "
In order to operate effectively and safely in the area, a degree of coordination with the separatists is indispensable.interessant ,oder ?
The pro-Russian separatists have heavy weaponry at their disposal. There is a significant surface-to-air threat in the east of Ukraine. This means that in any scenario, even if the mission were scaled up and acquired a more robust character, we would be reliant on the cooperation of the separatists in searching for and recovering the victims’ remains.and so on ....
