In einer von der Nachrichtenplattform Yaffaps zitierten Erklärung ließ der Politbüro-Funktionär die interessierte Öffentlichkeit wissen, es sei das Los der Palästinenser, zugunsten der Hamas zu hungern. »Die Hilfsgüter, die nach Gaza gelangen«, hieß es in Abu Marzouks Ausführungen, »müssen an die Widerstandskämpfer verteilt werden« und nur das, was übrigbleibt, dürfe an die Bevölkerung des Küstenstreifens ausgegeben werden.
»Die Versuche mancher Einwohner, sich dieser Hilfsgüter zu bemächtigen, so wie es heute in Rafah passiert ist, wird mit aller Macht bekämpft werden«, schrieb Marzouk in Anspielung auf den zuvor erschossenen Jugendlichen. Alles, sei es nun teuer oder billig, müsse dem »Wohl des Widerstands« zu Verfügung gestellt werden. »Die Bevölkerung darf die Lebensmittel des Widerstands nicht stehlen.«
In anderen Worten, so charakterisierte der Twitter-Kanal von Tamer Masudin Marzouks Ausführungen, gelte für die den Gazastreifen regierende Hamas die Devise, dass hungrige Palästinenser es verdienten, von ihren Kämpfern erschossen zu werden.

- Delivered through unsafe routes
Between March and May 2025, Israel had ample grounds:
• Kerem Shalom crossing was targeted by drone attacks and mortar fire, disrupting aid transit.
• Rafah area saw repeated armed clashes and shelling.
• Looting, infiltration, and Hamas diversion of aid were widely documented, including geo-verified footage and international reporting.
• UNRWA’s ongoing compromise, confirmed by its own staff, persisted beyond the ICJ ruling.
• GHF site chaos in May led to over 1,000 deaths, further proving systemic instability.
Under Rule 55, Israel’s partial blockade in that period was not collective punishment — it was a legally sanctioned measure in response to demonstrable, repeated interference. The law does not require “total seizure” to justify restriction. It requires interference with safe passage. That bar was clearly met.

To fulfil its obligations under Article 23, Israel facilitated the operations of the Gaza Humanitarian Foundation (GHF), a civilian-led initiative focused on delivering aid directly to the Palestinian population. The GHF model, supported logistically by the IDF but independent in mission and governance, attempts to reconcile humanitarian imperatives with operational security.

A large threat is Hamas hiding among civilians and attacking Palestinian civilians who collect the aid and GHF workers.
