In January 2014, when a three-ship PLAN flotilla visited James Shoal again and a similar oath-taking ceremony was conducted, the chief of the Royal Malaysian Navy (RMN), Admiral Abdul Aziz Jaafar, initially denied that the exercises took place. Wt was not until February 20 that the chief of the Malaysian armed forces, Zulkefeli Mohamad Zin, finally publicly confirmed that the incident did occur. In fact, just after the incident China’s ambassador to Malaysia paid a quiet visit to Malaysian defense minister Hishammuddin Hussein, who was also joined by service chiefs (Xinhua, January 29; The Star, January 30). By now, some politicians in Malaysia were calling for a more assertive government response because Beijing’s recent actions were affecting not only the security and sovereignty of Sabah and Sarawak, but the rights that Malaysia enjoyed within its EEZ, including the right to exploit marine resources and strategic oil and gas reserves (Borneo Post, February 5).

A U.S. defense official says Defense Secretary Ash Carter and his Malaysian counterpart, Hishammuddin Hussein, will board a U.S. warship sailing in the South China Sea Thursday amid diplomatic tensions over China's maritime expansion in the region.
The two will board the U.S. aircraft carrier USS Theodore Roosevelt as it sails off the coast of Malaysia.

Secondly, Hishammuddin said that the South China Sea dispute cannot be used as an issue that will cause disunity between Association of Southeast Asian Nations (ASEAN) countries.
“If we follow the narrative and succumb to the pressure of superpowers, the potential for ASEAN countries to bend and take sides with certain countries will be high. When facing big superpowers, we must be united, as one bloc, so that our strength will be synergised effectively,” he said

The other area of concern is the maritime free-flow security in the Strait of Malacca, and on that, we have been working within ASEAN with Minister Ng Eng Hen and General Prawit of Thailand, also again with Ryamizard, and in my recent visits to the ten ASEAN nations we have tried to be inclusive in getting on board Vietnam and Myanmar as observers to secure the safety of the waters in the Strait of Malacca.
